The Culture Program is the only instrument of the European Union exclusively devoted to support arts and culture. During its 10 years of perseverance as a unified tool, it has supported a vast number of key initiatives that have both contributed to the development of the sector, and its co-operations across Europe and beyond. The Culture program has also manifest weaknesses that need to be corrected. The next Culture Program will therefore have to be bold, aligned with the overall strategy put in motion by the European Agenda for Culture, and enclosed in the overall vision of sustainable and inclusive growth outlined by the Europe 2020 strategy. Its objectives will have to be refocused, its design and management improved, and its budget increased.
We can look in Europe now all economic policies have failed. The best way to sustain the human race is through Culture and Education. Culture and Education are fundamental for the well being and growth of our societies. Exchange, expression, dialogue, imagination, creativity, problem solving, solution finding, empowering individuals and communities. Culture and Education afford these and much more and they are too often overlooked. In a time of economic crisis and increasing inequality we need to look towards a better and fairer system; culture and education are the way forward. In times of seriousness, art is what takes people out of their four walls, brings cheerfulness and fun to the community, and keeps people smiling when everything else is so exposed. As for culture, overpower it is equivalent to denying what makes us human.
